KAMPALA UGANDA: Balaam Barugahara Ateenyi, the Ugandan State Minister for Gender, Labour and Social Development (Youth and Children Affairs), has praised the Uganda Police Force for the arrest of a security guard attached to the Speaker of Parliament, Anita Annet Among.
The security guard, identified as Corporal Humphrey Muhanguzi, was arrested in connection with the shooting of a yet-to-be-identified female driver.
According to police, the incident occurred on April 30, 2026, near the Speaker’s residence in Nakasero, Kampala, at around midday. However, some reports indicate that Speaker Among was in Bukedea District at the time of the shooting.
Kampala Metropolitan Police spokesperson Racheal Kawala confirmed the arrest, saying the victim was driving a Toyota Harrier, registration number UBQ 138A, along MacKinnon Road.
“We confirm a suspected shooting incident which allegedly resulted in the injury of a person. We have taken interest in the matter, and investigations are ongoing as we trace the victim,” Kawala said.
Police have also recovered the firearm allegedly used in the shooting by the Speaker’s guard.
Preliminary investigations suggest that the bodyguard had a verbal exchange with the female driver for reasons that are still under investigation before the shooting occurred.
As part of the ongoing probe, other security personnel have been interrogated and are expected to record statements to help establish the circumstances that led to the incident.
The shooting comes at a time when police are still investigating a similar case near Sheraton Kampala Hotel, where Police Constable Charles Bahati allegedly shot at a truck driver, Julius Ssemwaka, and is currently on the run.
Reacting to the incident on his official X (formerly Twitter) account, Minister Barugahara thanked the Uganda Police Force for taking swift action.
He called on officers to uphold the highest standards of professionalism, drawing inspiration from the discipline and restraint of the Special Forces Command, adding that it is unjust to shoot at an unarmed civilian.
Barugahara also expressed hope for the victim’s recovery, praying that she comes out of surgery and hospital safe and fully healed. He emphasized that such incidents should never happen again.
